工程项目管理的常见问题及对应控制措施

摘要：工程项目管理是建筑企业管理的基础和重要组成部分，工程项目管理的好坏直接影响着项目总目标的能否实现，甚至决定企业的成败。因此，努力提高项目管理水平尤为重要。本文从工程质量、工程造价、工程进度、工程安全等方面对工程项目管理进行阐述，表述各环节在实际管理中常现问题及采取的对应有效控制措施。

工程项目管理是一个复杂、艰巨的系统工程，涉及风险、投资、合同、进度、质量、人员等多方面的工作，涉及勘探、设计、监理、施工、设备、物资、运营等部门和单位，在建筑市场逐渐完善、不断发展、竞争日趋激烈，利润空间不断被压缩的当下，建筑企业如何以工程项目管理为中心，提高工程质量，保证施工进度，降低工程成本，提高经济效益，保障作业安全，这是事关建筑施工企业生存和发展的关键。

工程质量管控，工程质量关系到建筑的美观与使用，更有甚者会影响使用者的人身和财产安全，因此必须对建筑工程质量进行严格的管理和控制。近年来，建筑工程施工质量总体来讲有了显著提高，施工质量管理方面也越来越系统全面。然而不可避免的，我国现行的建筑工程施工质量管理还存在很多问题，不能完全达到所有人的要求，尽管现行法规条文有严格的规定，但是在实际施工操作中的执行力度不够。这样的问题体现在工程肢解分包、施工执行监管力度不足及工程管理、施工人员质量意识淡薄等方面。首先是分包现象，当前普遍存在分包现象严重，很多大型建筑施工单位在承包一项合作项目时，通常会层层肢解项目，紧接着会将项目层层分包给其他小的建筑单位，导致大型施工单位根本只是代理承包的中间人而已，而小的建筑单位通常不能保障施工质量要求。其次是施工执行监管力度不够，很多施工没有按照设计规范和要求进行，有些施工队伍会根据自己的施工经验进行偷工减料，再加上监理、发包单位工程师监管不力，工程质量难以保障。另外，工程管理、施工人员质量意识有待加强。针对上述存在的问题，政府应从制度上加强管制，当地政府和发包方应进行严格监管，对违法分包的单位进行惩处，取缔；对监理单位、发包方工程师建立岗位考核制度，敦促其现场严格把关和监管；全面提升工程质量意识，建筑工程质量的优劣，通常是由项目全体人员质量意识来反映的。质量意识高，有利于保障建筑工程的施工质量，有利于加强建筑施工质量管理。全面提高建筑工程质量管理水平，必须从思想上充分认识质量意识的必要性，加强建筑施工单位的思想认识，然后再通过施工人员的质量控制会议，来提高施工人员的整体意识，强调其质量责任感。毋庸置疑，建筑工程的质量涉及到众多因素的影响，我们必须从设计到施工整体过程进行把握，抓住施工过程中的重点，强调施工质量意识，才能把工程质量提升到全新的水平。

工程安全管控，工程安全问题越来越引起社会的重视，一起工程事故轻则可能导致工程项目停工、延缓，重则将导致项目流产甚至给企业带来沉重的债务负担，当前市场，竞争激烈，有些企业为了中标，压低报价，用于安全生产的必要设备、器材、工具等无力购置，但为了获取利润，于是能省则省；另外，施工工期太短，施工单位为了赶工期抢进度无法顾及安全，导致施工现场十分混乱。施工企业在目前建筑市场竞争激烈的情况下，承接项目必须考虑企业自身承受能力，确保安全管理费用的投入。目前，工程项目管理中安全问题主要包括项目负责人重视程度不够、现场作业人员素质较低以及非法劳工问题。首先项目负责人的安全意识应该加强，尽管工程现场都贴满了安全标语，但真正能落到实处的并不多，效果更是不尽如人意。项目负责人的素质和安全知识应有待加强，并将安全工作安排到现场工作中，安全会议、安全培训应按计划进行，按照相关法律法规要求，从事建筑工程相关工作的施工人员必须购买相关保险，用以保障其安全。工程现场一线作业人员很多都是农民工，其安全意识很淡薄，同时，施工企业招入大部分非法劳工之后，并没有对他们进行安全教育，反而在最危险的施工中，农民工是首当其冲的。由于无相关培训，农民工的安全质量意识落后，出现事故的几率往往会大幅提高，严重制约着建筑施工安全管理和发展。工程开工前和施工过程中应定期举办安全知识宣传，普及安全常识，提高一线作业人员的安全意识和处理突发事件的应变能力。只有工程安全得以保障，工程项目才能顺利开展。

工程进度管控，工程进度问题易出现两种极端，一种是工程项目提倡质量第一，很多施工企业因为追求“精品工程”、“形象工程”对工程进度不够重视，导致很多工程延期；还有就是，现在工程项目，尤其是工业厂房建设，因为抢占市场的时间紧迫，导致工期压缩得非常紧张，在实际施工中，抢工，不按正常施工工序和周期安排现场作业的情况大为存在，在项目实施初期编制了施工进度计划，而在实施过程中很多不能严格执行，其中除施工企业自身管理的缺陷，还有现场工程变更、追加造成的影响，并且，在施工进度计划编排初期，编制人员水平的限制及对项目整体施工内容、变更、追加工程量的预估不合理，从而在进度时间上安排的不恰当都导致项目进度不受控制。针对上述现象，应从项目进度计划编制着手，一个好的完善的计划必定能够帮助我们更快更有效的确定行动方向，从而能达到事半功倍的效果，计划编制应围绕项目总目标进行确定，对于紧迫的工程，工期应适当控制，但必须严格按照施工工序和要求的施工周期进行编排，切勿为了抢工期，忽略工程质量，最后导致返工，本末倒置，耽误总目标的实现。

工程造价管控，工程项目的顺利实施建立在一定资本基础之上，在项目实施的过程中，如何合理有效利用项目资金，避免资金流失至关重要，其中，关系重大的招标与投标管理尤为重要。在业界，投标方通常通过以下几种技巧提高中标率的同时又提高自己的收益，作为项目造价管控，就应想方设法进行规避：第一种是不平衡报价，这种投标技巧是在总价确定的基础上，调整各子项报价。例如前期工程报高价，后期工程报低价，这是一种提高现金流转的方法。还有对标的进行分析，觉得工程量可能增加的项目，单价提高。工程量可能减少的项目，单价降低。如果图纸中内容不明确或错误，估计修改后工程量增加，单价提高。内容不明确的单价可降低。没有工程量而只报单价项目单价提高。暂定项目但实施可能性大的项目可报高价。针对这些现象，进行造价管控的人员必须有较强的专业素养，将图纸内容全面、详尽地在清单中体现，开标议价时，不仅比较投标总价，对不合理的子项高价和低价提出质疑，要求投标单位给予解释。项目施工过程中，现场工程师应严格执行清单内容，对签证变更工程量严格控制，工程付款保持一定的节奏，有利于控制投标方。第二种是零星用工（计日工）报高价，一般可以稍高，因为零星用工不属于承包总价范围，发生时实报实销，也可多获利。针对该情况，对于不合理的、偏离市场价较高的计日工报价应予以拒绝，现场工程师对于零星用工量应严格把控。第三种是多方案报价，如果投标方觉得合同定得太严苛，则提出两个报价，如果业主可以修改合同中的某些条款，则总价大大降低，而修改的条款就是他们认为技术不过关或资金占用太多的条款，针对这种情况，招标时候应尽量统一标准，避免多方案报价的提出，当然，有时候多方案报价也会使双方能够达到共赢的局面。为了达到有效控制工程造价的目的，还得对合同里的内容心中有数，比如什么时候付款，什么时候交工，什么时候开工，违约或者其他问题出现的时候怎么解决纠纷等，包括合同文件及优先解释顺序，施工合同中价款及其支付问题，工程中的分包、转包和挂靠问题，工程中的带资与垫资的问题，工程中的先受偿权问题等。

综上所述，建筑工程项目的管理是一个系统工程，只有各方通力合作，切实加强建筑工程质量管理、成本管理、进度管理和安全管理，才能保证建筑工程项目的顺利实施,为企业创造良好的经济效益。
